Technically yes, but with limits. A Type 2 to Type 1 adapter only charges on one phase, so on an 11 kW charger you get a maximum of 7.4 kW.
Whether the adapter works depends on how well it handles the control pilot (CP) communication and whether it supports plug locking. Some simplified adapters, often sold for e-bikes and scooters, skip part of the CP communication (state A to C instead of A to B to C). Peblar chargers do not support simplified CP, so with such an adapter charging will not start. According to IEC 61851-1, devices with simplified CP may also not draw more than 10 A, which makes them unsuitable for charging a car.
What to look for in an adapter
Make sure the adapter fully supports CP/PWM communication (A to B to C), lets the charger detect and lock the plug, and is certified and rated for the right current, for example 32 A single phase.
