Yes. A Peblar charger can be connected to a 3x230 V network without a neutral conductor, as is common in Belgium. In this type of network there is 230 V between each pair of phases (L1-L2, L2-L3 and L1-L3). The charger is then connected single phase.
How to connect the charger
Connect L1 of the charger to one phase of the network. Connect N of the charger to one of the other two phases; it does not matter which one. Connect PE to the protective earth as usual. The third phase stays unused. The charger then sees 230 V between L and N, even though the N terminal is connected to a phase.
Before you connect
Only use this connection after you have measured 230 V between two phases. Connecting any other grid type in this way will permanently damage the charger. On IT earthing systems, switch off ground monitoring during commissioning.
